I been waiting for my parcel but I didn’t recived it, I asked my neighbours and they don’t have it

Your local courier should have delivered to someplace near you and waiting you to pick up. You need to contact the seller to ask for the new tracking number in UK. Then, use the number to check with Royal Mail about the address they delivered to. If the seller doesn't reply you, try to contact your bank or visa company to ask for a charge back. Or, open a dispute from the platform you buy it to get refund in time.
