Tracking says delivered, but I didn’t receive it

Tracking SF 6043058016201 says “JFK22A, 【JFK22A】 Delivered. Thank you for using SF Express. Looking forward to serving you again.

Happens that the delivery address is in Hollywood, Florida. And until this moment I didn’t receive my package.

AS033877691CN my tracking id. I didn't receive my package yet. Why tracking id is showing that I have received successfully when I didn't even get the package. What the scam is this? Is this legit? When I asked the seller they said they shipped but they are not refunding the full amount.
