Does this means it was delivered to USPS?

Hi rhern53,

According to the tracking information, it was delivered on October 29. It may be delivered to some other place. You need to contact the seller to give you a solution as soon as possible. If the seller doesn't reply you, try to contact your bank or visa company to ask for a charge back.
