Leave the "Guangzhou Swap Bureau" and the next stop, "Guangzhou Exchange" (via transfer) means that already left china or still in there

Hi I have a parcel from China that has been deliverd in New Zealand but I did not recieve it. The Tracking number is LF663804990CN. I would like to understand if the LF part of the code identifies that a signature is required upon delivery?
