My package has been showing as Shanghai, handed to carrier since 24.05.23 which is 5 weeks ago. Can you tell me where it is please???

I have been tracking this package since 26/8/2023. It says it left the origin country on route to Canada on 27/9/2023. However, on 15/10/2023 it says it’s been handed over to carrier in the originating Country. Why is my package not leaving China? Tracking number: LV863183810CN
