shows delivered but wasn't

I paid almost $60 for bags from Zerin Pte. Ltd.
They claim to shipped Dec 16 and delivered to Bartlesville OK USA on Dec. 31 and then another tracking shows January 1. It's fishy because China Post usually transfer it to USPS once it clears customs and the tracking will show this. However, it shows China Post delivering it to my home. I did NOT receive any package and this tracking is not believable. It has to be a scam and I'm trying to convince PayPal to help me get my money or the good I paid for. I think their tracking is bogus. I have USPS informed delivery and Dec 31 shows no package and Jan 1 is a national holiday so no mail that day. Please advise if it's possible for China Post to bring the package to the USA address for delivery or if it would change couriers after in the US. Thank you
