What does handed over to the carrier mean in tracking its been 16 days since this has happened. I sent the parcel to China.

The tracking status "handed over to the carrier" generally means your package is in transit but has not yet arrived at its destination. For a parcel to China, a 16-day wait since this update is quite common and not necessarily a cause for immediate concern. You'd better wait for more days to see it arrives in China.
