The tear off portion has no use. It's said you need to tear it off before post it. But many people say it doesn't matter if you keep it.

Hello,
I am sending a parcel to China with shipment number CY286806193DE, and the parcel is in customs for the last 3 months.
I understand the customs declaration materials should be submitted. But the customs declaration forms stating the details you mentioned in the last answer (importer details, goods description, value...) is attached on the surface of the parcel in an envelope.
The DHL asked us - the sender - to provide these details when we sent the parcel.
Could you please check the parcel again and see the documents attached.
Is there any other problem with the package?
