The update shows at custom for almost 3 months now and the seller has left ebay but said it should be shipped. now tracking shows its expired. is it lost forever?

Sorry to bother you again, but there has been no update on my parcel since July 29 (EB748665454CN). I was told to wait 10-20 days last time I asked about the parcel status. Now the tracking number has expired. This is a personal package, so there is no seller to get a refund from.

Is there any way you can help?

SAL CP398672620CN, the tracking number shows "expired" on the U.S. post website, instead of "in transit", and I'm extremely worried. I'd like to ask about several things:

1. Whom exactly should I be contacting regarding this issue? I contacted USPS, and US customs , but both respond that the parcel is not in their hand. But the 17 track website shows that the package arrived at New York on July 11. Why is there inconstancy?
2. Is this a normal delay by the look of the tracking, or does it seem like a bigger problem?
