Package still at processing center after 21 days

My package is AT142406526CN and the last update was November 21 at a processing facility, about 20 days ago. Is it stuck or lost, when will it move again.

The last known tracking info was that it was leaving the Jiaxing processing mail center and going to the same mail center. Has my package been stolen?
