Shipment ZC08283703699 Was Never Delivered

The tracking information states the package was delivered but I never received the package. US Postal service does not have record of the package either despite the tracking information claiming it was transferred to USPS during shipment. PayPal is requesting something from China Post that states the package was lost so I can receive a refund. Can someone provide me with confirmation the package was lost and never delivered?

my order is marked as delivered, even though I have not received it.

I have already called the post office in Portugal (CTT) and they say that they cannot find any shipment in the system with the AT470429804CN.

The shipment is only shown as delivered in the tracking status of China post or track17.

I need your help because I urgently need my shipment and have been waiting for over 30 days
