Unknown status of my package after flight left China

Hi,
My package EB854127911CN apparently left China on february 16, and it hasn't registered any new movements since then. Local mail says that the package hasn't formally entered my country yet and it doesn't seems to be in possession of my country's customs either.
What could've happened there? Did my country's custom lose the package? Or it couldn't successfully leave China in the first place?

I know that a package usually does 20-30 days to enter to my country after it left from china. I have a parcel that left from 25/12/2019 and still it has not entered to my country. Can I find its whereabouts or do a formal question somewhere to track it and get an ETA time?
