Why is my parcel tracking number is 8907729896 still at Exchange Bureau in Guangzhou with a status of "has been exported to open" since 2017-01-24 09:16 and the seller was giving my between feb-2 to mar-1 for delivery???

That's the same. 89077268986 couldn't be tracked after that information. It's a China Post Ordinary Small Packet.

There will be no update for this kind of packet because it's not registered by the seller. No one could know where it is after that information.
Your tracking number is not traceable because it's sent by using China Post Ordinary Small Packet. The seller doesn't pay for the registration fee, so China Post doesn't provide tracking information for it especially when it leaves China. It's common to see there is no further update after "has been exported to open" for this kind of packet. You can only wait for its arrival.
It usually takes two months to reach your country. You may get it around March 20.
