Locate my package

On the tracking info it literally has an arrow pointing to unknown. Does that mean the package is just lost? What is happening, and can I get an update on my package?

On October 25, 2017 I had a package mailed from the United States to Sue Joe China. It processed through Shanghai on October 30 and then said it was processed through a facility in China on October 31. The glitches that it said it was in transit for approximately 3 1/2 weeks. A few days ago I got a retro tracking progress that said There was an attempted delivery on October 31. Since then, there has not been an update and I cannot locate any contact information with regard to trying to locate and have my package delivered. I would appreciate any help in resolving the issue of my last parcel
