My item still in the same process for 2 time

It showed that my Item returned from Customs (import) and Item out of sorting centre
for two time,WHY?
and did you know when they will deliver my package?
My Tracking Number is : RO199434201TH

It's normal for it. It was released by the customs on June 17.
