My item was not delivered, even though it's reported as delivered

This tracking ref: ZA01890209301 has not been delivered, why has it been marked as delivered.
Please do nto reply saying it has - please provide proof of delivery, as the seller is not being helpful

I’ve my package is reported “delivered” but I fondant get anything, my neighbours didn’t get anything and with the parcelnumer I can only see the tracking of china post. None of the local couriers can find this parcelnumer. Can you tell me a different parcelnumer for the parcel in the Netherlands? Or can you tell me where I can find my package. The seller only tells me that the item has been delivered
