my parcel from US to Hengyang Hunan (EW000941383US) was not delivered?

The tracking number from USPS is EW000941383US, by international priority mail. it is guaranteed delivery by Sep 16. The online tracking says it was delivered on Sep 16, yet my relative says they did not receive it. And they went to local post office to check - still they did not get it. What is going on?

According to the tracking result, the parcel was delivered on Sep. 16 and the recipient is the gate keeper. The gate keeper just signed for the delivery and keep it for your relative. You'd better let your relative go to the gate of his place to pick it up. The postman should have sent a short message to your relative's phone, he may neglect it. This situation usually happens when the postman couldn't call the recipient successfully.
