Package containing a Watch to be repaired stuck in customs

I sent a watch to be fixed under USPS Tracking -EH035043369US and it shows to be held in customs since October 21, 2023
I need to help in determining what can be done to release the package containing the watch, as the recipient has been aske that they need to provide an invoice to pay taxes. Is this something that you can help me with clearing customs, I dont mind paying the corresponding tax if required
