Package marked as expired but has been in country destination for over a month

I had ordered something over etsy back in March and it still hasn't arrived, it says it's been in Toronto for over a month now but I have yet to receive the package that has also been marked as expired. Should I give it more time or should I contact the seller? It was going to be a birthday gift and I still have time before that day but it's been so long. Daisy is there any way to know what shipping company now has the package in Canada? I would want to at least try and communicate with them specifically to be able to gauge when I would be able to expect it.
It's sent by using China Post Ordinary Small Packet Plus which is a cheap service of China Post. China Post doesn't provide tracking service for it after it arrives in Canada. So, you can't get more update after June 23. It usually takes about 60-90 days to be delivered. If you couldn't get it in time, you need to contact the seller to give you a solution.
