Parcel showing delivered but I did not receive it

Hello, I have been trying to track my parcel for almost 2 months now and it started showing successfully delivered but I did not receive anything to my address. Not even to my neighbors or my local PO box. What can I do now as I try to go to the seller website but everything is in a different language. I made my payment through paypal.
