My parcel UW360879678CN has been stuck in this destination country as well for 12 days. This is my second parcel that has been stuck. I am looking for an answer.

This package is not normal. You'd better contact the seller to give you a solution about it or open a dispute on AliExpress if you couldn't receive it before the delivery deadline.
