Hello.

Who can I raise this with in China Post on the current position, the seller is not responding to all emails etc. I want to know if this item will ever leave China and why it has been stuck in the tracking system since the 22/01/2017

The seller is really not responsible. He should call China Post to ask what happened to this package. It's still in China now. If he doesn't reply you, I suggest you open dispute to where you bought the item, he will respond you.
