Why has my package not been returned?

My package was supposed to return to sender, as the recipient did not want to pay the custom fees. No such return has happened, my package remains in customs at Shanghai China. I just need my package to return to sender.

Hi mercuryaxelle,

It should be waiting for the receiver in China to declare to the customs now. You'd better contact the receiver in China to ask if he has received the notice from the customs. If no, let him check through authorized tax collection system (http://int.ems.com.cn/mailtax) to check or call China customs service number 12360 to check.
