Why is my package in shanghai

Hello my package was headed to Shenyang. Recently it was sent back to Beijing and now it is in shanghai. Why was it sent to Shanghai? This is the address it was meant to go to.
Room 171，Nan Si Ma Lu，Heping District，Shenyang，110004，China.

Hi Tony,

There is problem for the address. The address lacks the residential block's name. It couldn't be delivered. So, it's on the way back to you now.

Good morning. This is my epacket tracking number, LY452290508CN.
Coukd you please help me as after 20 days, the status of my parcel is still the same as "handed over to airlines", and why is it still at Shanghai?

I thought usually it will take about 10 days to leave China?
Could there be a problem?
I actually thought epacket will only take 20 days for a parcel to send from China to USA?
