About returning item requires to pay taxes why?

Hello, CP311193367MN - this is tracking number of my parcel from Mongolia to China. It contains camera which needs to return, receiver should fix it or refund. Why it requires pay taxes from me? It is now located in Guangzhou city customs. Receiver said they won't pay taxes for returning parcel, and asked me to contact post office. Please help me to solve this problem?
