Didnot receive my parsel

My parsel got stuck in shenyang from 19march they told me that with in 47 days you receive your parsel but know 76 days past but yet not receive my parsel

Tracking number RB482884505RU
I see that latter in China from 28 February and want to know what happens and when letter will deliver
I see that from 7 March the parsel is in Guangzhou
