Why is my parcel still at Exchange Bureau in Guangzhou since Oct 18, 2015 15:07 with a status of "has been exported to open"

tracking numbers 88049500293 ( on 12/12/16) & 71732661812 (on 12/16/16) both show as "Exchange Bureau in Guangzhou" has been exported to open. I know once they leave China there is no tracking until they arrive at destination country, but has either actually left China yet, and if so when?
