I never received my package despite the tracking saying safely delivered

Your tracking says my parcel was safely delivered to my address.
I have not seen this parcel and have written numerous email to no avail. Please can you tell me where this order (Aurora Muse, order # 2017) (Tracking #ZA03151715701) is

hi, my tracking number is: Lx94784394.
I have checked, the system said that my packet have safely arrive in Australia since 1st June 2016.
This is weird because I have not receive anything yet.
Where can I ask information about my packet?
The sender from China suggested me to check on the local post office.
However, I have not received any pick up card, and there are 5 local post offices, where I live.

I mailed a dress and it has been stuck in customs since 11/22. I sent it through USPS. This is the tracking number: CH146602755US. PayPal won’t give me a refund unless it is delivered back to the seller and USPS will not give me the insurance money because they did safely send the item. Can someone help me find out what to do from here?
