i ordered a wooden puzzle and recieved a pair of unprotected face masks in a bubble wrap package for 40 dollars

According to the tracking information, there appears to be an exception in the delivery process, as no recipient was found.
I think it might have to do with my address being incorrect. The house number might not have been on the recipient. How do I contact china post on this matter? Is it only by +861011185 or is there also an email contact available? My local postal service is not able to help me out, unfortunately.
