Is my package shipping?

Tracking# CP359750271CN has been in being for well over a month now. The last update is from March 6th saying "Bejing imported mutual seal (domestic)" I have contacted the seller who tells me to not worry that it's just taking a long time due to Chinese New Year but there is an alert on the item and I want to make sure there are now issues with the exportation to the US. It's not normal for this package. It couldn't leave China and stuck in Beijing since March 6. It's funny to explain the reason with the Chinese New Year. Chinese Near Year falls on Feb. 16 and the holiday has been ended after Feb. 21. You'd better require re-delivery or refund from the seller. No need to wait.

I am going to start a big online business in Mauritius (near South Africa) and i need not expensive shipping, even if it takes 3 weeks or more to reach.
I cannot find shipping rates for Mauritius on your site. But i know your company does provide shipping to Mauritius since i am a frequent buyer on Aliexpress and many of the shipping to my country is done by china post.
