It was delivered in DOHA on Sep. 8. If you don't receive it, you need to contact Q-Post or the seller to check it for you. The seller should give you a solution at last.

It may be delivered to some other place. You need to contact the seller to give you a solution as soon as possible. If the seller doesn't reply you, try to contact your bank or visa company to ask for a charge back.

Yes, it was delivered on Sep. 16. It's delivered by India Post. You'd better contact India Post to check it as soon as possible.
