I want to book my luggage from Haidian District, Beijing to Capital Islamabad, Pakistan through surface option. Can I go to China Post nearby office to book it?

Can you kindly tell me, after luggage is received in Pakistan. Do we have to pay any extra charges or tax to custom in Pakistan?
Weight limit: 20kg for each package.
AIR Parcel: 136RMB for the first 1kg and 50.3RMB for each additional 1kg. It takes about 30-50 days to be delivered in normal.
SURFACE: 95.1RMB for the first 1kg and 9.4RMB for each additional 1kg. It takes about 40-80 days to be delivered in normal.
