My letter track nr RR023106340BR is stuck at Guangdzhou for too long

Please, would you please inform me if in FOSHAN city an international registered letter (like mine is above) won´t be delivered to addressee on future, it means, addressee will have to go to a post office to get it? A postmail agent phoned and told this to my addressee yesterday (the subject was my letter is above mentioned).
Is this a true thing?
If it is true, a common letter will continue being delivered at addressee?

Hi Gilberto Alcantara,

If China Post has noticed the addressee to get it from the post office, he needs to pick it up by himself.

A document/letter sent from Chicago, USA to Shanghai China has been stuck in transit for several weeks. According to tracking number it arrived in Shanghai on Sept 23. When I ask China post, they can't find any info on it. When I call USPS (the sender) they can't track it since it has apparently arrived in China
