The last update I’m able to track states STONE MOUNTAIN, Delivered, In/At Mailbox,Delivered

Prior to that it states NEWYORK - UNITED STATES OF AMERICA, delivery to local courier

The package was never in my mailbox. I have contacted the seller who will only reissue the package if i can obtain a certificate saying the package was lost. I am unable to get help from the post office because i don’t have a USPS tracking number, but i can only assume it was transferred to USPS when it was transferred to “local carrier”. How do i go about obtaining a lost package certificate?

You couldn't obtain a lost package certificate. If you don't receive it, you can request the seller refund you or send one again to you.
