Package still not on its way

On 31 March, Daisy from China Postal Tracking told me my package had left China on its way to me. Now I see it was sent a few days later from Beijing to Shanghai, where it has remained for three weeks now. What is the real story here? Why send it to Shanghai, and not to me?
