package stuck in Ningbo City

hello,. i am from France and i was retuning a package last July to a shop from China and it has been stuck in customs since then. the tracking number is EW164232433FR. Please let me know how to get it processed and moved on please. It is very long.

Hello, my order got shipped since 3 weeks, and the travelling is sooo weird. It's the 4 time that the pack does this:
Ningbo City > Shangai > Hangzhou then it goes back to Ningbo and start the journey again. Four times this happens.
