How to call outside of China? I've been trying to call +86 10 11183 but it doesn't ring at all

Upon checking, the address is accurate. We had sent via mail to the same address before.
Kindly contact the person as the phone number is stated on the envelope.
We are not to be connected to 11183/11185. Unable to call, the line just cut off. I've tried more than 20 times. Still calling but unsuccessful

After calling 11185, China post is not able to find out the reason of delay. It is still atthe local post office waiting to be sent to the residential address.
Kindly assist.

Hi there,
I place the order 2020-02-14. The parcel is baby stroller and the destination location is Australia.
I got 2 tracking number, first is " CP3953208698CN and the second is " CP403427757CN". 54 days gone place the order, its still shown " Packed for picking-up.".I ask to seller, he excuse many think, postal service tracking system problem, parcel transit, virus problem and many more.
So, dear please help for above my parcel, what should i do..? Will i get my parcel ever..? please, please help me.
