Hi, where do I apply to declare that the goods I am sending (20KG) by surface, are my personal belongings. Through China Post ? I do not want to pay income tax in South Africa. I understand that I should be able to prove that I have been living in China for longer that 6 months and that when I collect my parcel I should show my passport and entry and exit stamp.

Yes, you can go to a large China Post near your address to send it.
