The tracking number RV943959488CN has been looping for 2 months. Finally today it says “import customs clearance” when I track, what does it mean? Will the package depart china or is the item returned and is there a problem? Please reply, thank you.

The package couldn't leave China and still in China now. You'd better contact the seller to refund you or send one again to you by using another way.

RV114420779CN: left China on August 4.
RV115100780CN left China on August 11.

It usually takes about 20-40 days to be delivered after leaving China.
