Question about China post Tracking

Hello,
Can you tell me if it is normal for a package sent from China, to be actually shipped out, but not showing up as "shipped" on the China post website?
For example, this tracking number: LW449013062CN
It only shows up as saying that the number was given to the post, but not saying it was shipped. Is this normal to happen often? Could it have easily been sent 3 weeks ago, as the merchant said it was?

I have question about my order, tracking numbers is RP721064133CN, the question is whether is this package sent with China Post Ordinary Small Packet Plus, because I have none available tracking information for a few days, at the beginning when the package was sent, new information was constantly coming every new day.
