Return for refund parcel

My parcel is being sent to Guangzhou fro a refund from a company in Guangzhou. It has beenat customs for a long time but has now been sent to Shanghai. Why has it been sent to Shanghai when it was in Guangzhou and the place it is addressed to is in Guangzhou?

There are 3 parcels all going to the same address in Guangzhou which have all been now sent to Shanghai after being held in Guangzhou for 2 months.

Thank you for your help. Please can you tell me, do you know why the packages are being returned to the UK? Has the recipient refused to accept them or has customs refused to pass them and if so, what is the reason?

This parcel has been returned to the sender.
Regarding this parcel, the dealer says in relation to re-delivery:
"we need to wait for the return notice from the logistics company"

What does the return notice mean here?
Also, how long does it take to issue a return notice?
