Returned Parcel bought from China - now stuck since 30th april 2023

I bought some goods from China then I returned them (from France) with tracking number EW114665198FR.
The parcel arrived in China and Fuzhou Aipt, but has been stuck since the 30th of April 2023. Contacted the seller, he said that he tried to contact the customs services but had no reply. Would you know the reason why this parcel has been stuck for so long? And what I can do?? The seller doesn't want to refund me as long as he hasn't received the items back.

It's waiting for the receiver in China to pay the tax to the customs now. You'd better contact the receiver in China to ask if he has received the notice from the customs. If no, let him check through authorized tax collection system (http://int.ems.com.cn/mailtax) to check and pay.
