Taxes on shipping headphones

Dear China Post,
I am writing regarding parcel tracking number EL598341359JP.
This shipment contains personal headphones purchased in Japan. My intention was to send the item to a logistics warehouse in China for transit purposes only, after which it should be forwarded to Uzbekistan.
I would like to clarify that:
– I am not a citizen of the People’s Republic of China
– I do not reside in China
– The parcel is not intended for import, sale, or use within China
According to the tracking information, the parcel is currently held with a notice indicating that tax payment is required.
Could you please advise:
1. Whether customs duties or taxes are required in this case, considering the shipment is only in transit and not intended for import into China
2. If payment is required, how such payment can be made by a non-resident who does not have a Chinese ID, phone number, or local payment methods
3. Alternatively, whether the parcel can be released for onward international shipment or returned to the sender/logistics provider
Thank you very much for your assistance. I would appreciate any clarification on how this situation can be resolved.
Kind regards,
Asilbek

Hi Asilbek,
Based on your description and tracking information, your package has been inspected and taxed by Chinese customs after entering the customs-controlled area. Although you plan to transship the package to Uzbekistan, from a customs perspective, your goods entered China from Japan and are currently undergoing "inbound" customs clearance procedures, therefore they cannot be directly processed as "international transit."
The table below summarizes the core issues and corresponding key regulations regarding the current status of your package:
Item | Explanation and Basis
Current Status: The package is being held by customs at the Guangzhou International Mail Exchange Station pending tax payment.
Applicable Rules: Customs supervises "inbound postal items." As a "non-resident passenger," your baggage is exempt from tax by RMB 2,000.
Reason for Taxation: According to regulations, goods subject to taxation are usually items verified by customs as being for personal use but exceeding the tax-free limit or subject to taxation.
Is it a Transit?: Your package is not undergoing regulated "international transit" within a special customs supervision area (such as a bonded port area), therefore it is still considered ordinary inbound mail.
