Where is my package?

I have been awaiting a package for almost 40 days now, tracking number LZ233144586CN
Apparently they didn't even try to deliver it to me but just sent it back and now is stuck I don't know where. What should I do to get it?

I have a package coming from China Post with tracking AT015954627CN. When I look up the status of the package it shows delivered on October 13th.
