The seller may filled the wrong address or it's a scam that the seller give you a wrong tracking number. You need to contact the seller to reflect the problem as soon as possible and get a solution from the seller in time. If he doesn't reply, it may be a scam. The, you need to call your bank and report fraud to get refund asap.
