Where is my package?

I placed an order on April 2020 and still have not received my parcel. It has been returned to the seller and he tried to send again but it says it is still in transit. There are other orders I got from China but received it very fast. Wondering why this one took so long.

I have a package coming from China Post with tracking AT015954627CN. When I look up the status of the package it shows delivered on October 13th.
