Hello my name is Philip LaCorte I ordered a package this is the tracking number I need to know what shipping company has my package in USA FedEx, ups usps please contact me at your earliest convenience so I can find my package because it says delivered but I never received the package

It should be delivered by USPS. If you don't get it, you need to contact the seller to ask for the new tracking number in the US. Then, use the number to check with USPS about the address they delivered to. If the seller doesn't reply you, try to contact your bank or visa company to ask for a charge back. Or, open a dispute from the platform you buy it to get refund in time.
