Why does my package keep going back n forth between two places

Hello,
I have ordered a package on 29.03.22 tracking number (LV466908273CN) and I have been told there is delays in China however my package keeps bounding between Ningbo and Hangzhou. Its arrived and departed several times and still hasn't left the country. The last update was cleared and awaiting departure 3 weeks ago. I got another alert saying it had arrived at Sorting center Hangzhou after been there on 27.04. Can you explain why it keeps bouncing between sorting centers and hasn't left? This is a DH gate order.

Hi CHARLIE,

It should be delayed due to the flight limitation. Its sent again now. You'd better wait for more days to see if it's normal.

I ordered 3 swimming suits, 1 specifically said in details ships from warehouse in California. When I received information they all were from China. I was given arrival dates of July 15-27th. Now they are pushed back to September 27th. That is not acceptable, I won’t even be able to wear them on my vacation.i try to contact seller to complain and of course you can’t! My pack says it's been delivered to Durham NH. I have checked with my local post office. However, they don't have it. I have checked all the other local shipping places and the tracking number can't be found. I got charged for two pairs of shoes. , if not found I would like all my money back. the tracking number is AT066955357CN.
