Why don't they deliver my package

I sent a package that arrived to China long time ago (RR696855901AR)
It's Since May 10th in Guangzhou customs. It should have arrived destination already. My mother in law didn't receive any messages from customs (supposedly you need a code received from the post office to pay tax or whatever), when she ask to the post office for it. They said the phone number was not correct (which is a Lie, I sent package before to her and just copy paste the number and before didn't have problems). They even say the package doesn't exist now... Which is another lie
