Why is my package in shanghai?

I sent my package last year and the recipient still hasn't gained the package.
It was meant to be sent to a friend on their birthday but that was last year. It didn't pass customs apparently but they didn't give any reasons why nor even an email or call to me or the recipient. It doesn't make any sense why the mail service in China is so bad.
This is why I never recommend delivering to China. They always lose your package. It was meant to be sent to Dongguan. It arrived at guangzhou and stayed their for many months and did not move at all. Then recently it's in shanghai now but that was 2 months ago. Where is my parcel now at March???
It's now March 2022. Daisy a worker at China postal mentioned my parcel will return but I still haven't received it yet. Where is my parcel and why is it moving around? Also why wasn't it delivered? I never even got an answer yet.
